Upstate Scouting Service takes time today to continue our “Ask the Ref” segment featuring Matt Fryer.  Matt is a local High School and Varsity official who takes time every few weeks to answer some basic and tough rules questions when it comes to the game of High School basketball.

 

Q:  Can you start a game with 4 players?  What do you do if a team has 5 players and then a few of the players pick up a 5th foul?  What is the protocol?

A:  You can never start a game with 4 players.  You have to start a game with 5 players.  If the official thinks that the team that is down to 4 or 3 players due to players fouling out of the game can still have a chance to compete and win then the game will go on until the final buzzer of the 4th quarter.

 Q:  When do you and do not shoot a 1 and 1 penalty if you are the defensive team?   

 A:  The following do not result in a one and one:

–  No one and one free throws for the defensive team

–  For each common foul  before the bonus rule is in effect ( less than 7 fouls).

–  Double personal or technical fouls (point of interruption).

–  For simultaneous personal or technical fouls by opponents (point of interruption).

– After time has expired for the 4th quarter (or extra period), unless the point(s) would affect the outcome of the game.

– If one or both fouls of a double foul are flagrant, no free throws are awarded.  Any player who commits a flagrant foul is disqualified.

One and one penalty shots are awarded:

– For 7th, 8th’ and 9th team fouls in a half for all common fouls.
